35-Year Cold Case Solved: Facial Recognition Cracks 1991 Murder
By Taylor Brooks. May 11, 2026
In 1991, 35-year-old Cindy Wanner left her home in Granite Bay, California, and vanished. She was a mother who left behind a baby-a child she would never hold again, a life interrupted at its beginning. For 35 years, her family waited without answers. Investigators pursued leads, but the case slowly went cold. Her body was found three weeks after her disappearance, but the killer remained unknown for more than three decades.
The Technology Breakthrough
On April 24, 2026, James Lawhead Jr. was arrested in Bullhead City, Arizona. He had been living under an assumed identity for more than 20 years, evading detection and investigation. The Scottsdale Police Department used the Arizona Department of Transportation’s facial recognition system to identify him. DNA evidence confirmed what facial recognition had suggested: Lawhead was the person authorities had been searching for since 1991.
A Predator’s History
Prior to Wanner’s kidnapping and murder, Lawhead had broken into a home in 1980 and was convicted for sex crimes involving a 71-year-old grandmother and a young girl. He was sentenced to 19 years in prison and served 11 years before being released-just months before Wanner’s murder. This history of sexual violence against vulnerable people suggested a pattern of predation that culminated in Wanner’s death.
How He Hid
After killing Wanner, Lawhead disappeared. For decades, detectives had no leads. “It appeared that he just disappeared since 2005,” according to Placer County Sheriff Wayne Woo. Investigators explored every possibility: living under a fake identity, fleeing the country, or being deceased themselves. They checked records in both the United States and Canada. But Lawhead had managed to evade all traditional investigative methods for more than 20 years.
The Sister’s Role
Lawhead’s sister, Terry Lawhead Steele, 71, was arrested in South Carolina on an accessory charge. Investigators discovered she owned a home where her brother was living in Bullhead City. Despite claiming to authorities that she had not heard from her brother “in more than 20 years,” records showed she had remained in contact with him. A search warrant revealed evidence that she had owned the property where he was staying and had maintained the relationship while he evaded justice.
Justice Delivered
Sheriff Woo announced the arrest at a press conference, emphasizing the institutional persistence that finally solved the case. “This case has seen many chapters,” Montgomery County officials said in a statement. “But through persistence, through working together, we have identified the person responsible for her death.” For Wanner’s family, the arrest marked the beginning of closure-not the end of grief, but the possibility of accountability after 35 years of waiting.
