Man Murders Mom After Her Date Night Ends

In the early morning hours of Sept. 13, 2023, police in Troy, Illinois, arrived at a quiet home on Lower Marine Road. A man had called 911, nervous because his mother wasn’t responding. What they found inside shocked even seasoned officers.

A Son’s Rage Turns Deadly

Neil Howard, 46, had been living in the basement of his mother’s home. That night, his mother, 60-year-old Norma Caraker, had returned from a date. Sometime after, she was strangled to death with a bungee cord. The cord was still fastened around her neck when police found her lifeless body in bed.

Detectives say the killing was not a spontaneous act. During the trial, prosecutors described a growing bitterness within Howard - one that escalated each time his mother went out with someone new. Assistant State’s Attorney Luke Yager told the court that Howard grew “angrier and angrier and angrier,” eventually reaching a breaking point while drunk, according to USA Today.

That’s when, according to prosecutors, he allegedly wrapped the bungee cord around her neck and pulled until she stopped breathing.

The Investigation and Arrest

Howard himself called police just after 1:30 a.m., claiming concern for his unresponsive mother. But evidence told a different story. The Troy Police Department concluded that Caraker was killed shortly after returning from her date. Investigators also learned that Howard had a history of violent behavior, particularly toward women, according to court documents. Several past incidents involved domestic violence allegations and protective orders.

Still, Howard’s legal team pushed back hard. They pointed to DNA under Caraker’s fingernails - DNA that wasn’t Howard’s. They also cited DNA from a man she had dated, which appeared on the bungee cord and in other parts of the crime scene. The defense questioned the quality of the investigation and the lack of timely follow-up with other potential suspects.

“There is no evidence that he got angrier and angrier and angrier,” Howard’s attorney told USA TODAY, calling it a “fiction created by the prosecutor.”

Despite those arguments, the jury was unconvinced.

A Swift Verdict and a Long Sentence

After a two-week trial, the jury deliberated for just three hours before finding Howard guilty of first-degree murder. Prosecutors sought a 45-year sentence, citing prior arrests and a pattern of abuse. But the final decision rested with Circuit Judge Amy Maher, who handed down a 30-year sentence with no chance of early release.

The case raised painful questions about family violence, mental health, and unresolved tensions that can escalate into tragedy. While justice may feel settled in the courtroom, for those who knew Norma Caraker, the loss is still raw.
